I am not sure when football became something akin to whoring for cash, but suffice it to say the Superbowl is about athletic competition as much as the idea that every politician just has public policy as the single motivating reason to enter public office. In other words no one can be shocked at what passes for the NFL ‘necessities’ needed to be considered a city for such an event.
