Walker, who is laying the groundwork for a possible run for president, has likened his UW System proposal to Act 10, the poltically divisive 2011 state law that all but eliminated collective bargaining for most public workers. Giving local officials and school districts more control of their operations allowed them to absorb Act 10 budget cuts more easily, Walker has repeatedly said since he first proposed it.
