2009 Senate Bill 62 was introduced at the request of former Democratic Governor Jim Doyle on February 17, 2009. With Democrats controlling both houses of the Wisconsin legislature, the bill was voted on by the Joint Committee on Finance without a public hearing later that day. The next day — the 18th — it was taken up and passed by both the Democratically controlled Senate and Democratically controlled Assembly. Without a single public hearing on the bill, and just two days after it was introduced, Gov. Doyle signed the 389 page bill, that impacted hundreds of millions of dollars in state spending, into law.
