This history goes way back to his run for student body president at Marquette University — he and his campaign workers were accused of shady campaigning even then.
Going back to his days as Milwaukee County executive, another John Doe probe found that his office illegally campaigned for him on taxpayer time. Not only that, a secret email system had been set up to avoid open records scrutiny. Six of Walker’s staff members or associates were charged and convicted of breaking laws.
